New Delhi: The government has introduced a concessional annual local pass for eligible non-commercial vehicle owners living within 20 km of National Highway toll plazas, offering residents a more economical option for local travel.

The scheme will come into effect on November 1, 2026. The pass will cost ₹1,500 annually for toll plazas located outside municipal or local town limits and ₹3,000 for those within these limits.

Vehicle owners must have a valid, functional FASTag and can choose between the new pass and the existing monthly pass. The concession will apply only to the designated toll plaza and will be non-transferable.

The scheme will not cover highways with closed toll collection systems or locations where a service road or alternative route is available.

The amendment was notified under the National Highways Fee Rules, 2026. The pass will be available at eligible toll plazas from November 1 and through the Rajmargyatra app from December 1.

The government said the initiative aims to improve ease of commuting for residents living near toll plazas.
