India, Malaysia strengthen cooperation in public administration and governance reforms
New Delhi: India and Malaysia have reaffirmed their commitment to strengthening bilateral cooperation in public administration, governance reforms, capacity building and exchange of best practices at the second India–Malaysia Joint Working Group (JWG) meeting held on August 18.
The meeting on ‘Cooperation in the Field of Public Administration and Governance Reforms’ was co-chaired by Puneet Yadav, Additional Secretary, Department of Administrative Reforms and Public Grievances (DARPG), and Datuk Dr. Mohd Bakhari bin Ismail, Deputy Director General of Public Service (Development), Malaysia.
The two sides reviewed progress since the first JWG meeting held in November 2024 and discussed capacity-building programmes under the ITEC programme, including proposed programmes for 2026 and 2027.

Malaysia expressed interest in specialised training programmes for senior officials. Both sides also exchanged experiences on public sector modernisation, digital government, Artificial Intelligence, cloud services, cybersecurity, blockchain and data-driven governance.
India highlighted CPGRAMS, its digital platform for citizen grievance redressal, and ‘Samadhan Didi’, an AI-enabled multilingual voice chatbot launched in May 2026 to make grievance services more accessible.
Malaysia also presented its proposed Governance Partnership Strategic Roadmap for 2027–2029, outlining a three-year framework for implementing agreed areas of cooperation.
Both countries agreed to identify practical and outcome-oriented areas for collaboration and deepen institutional engagement, knowledge sharing and capacity building to improve public service delivery and citizen experience.
